[Expert Mode] Forced Reduction of Trainable Parameters for Semantic Tagging Step

This release allows the user to forcibly reduce the number of trainable parameters of the semantic tagging step.

Previously, the platform decided whether or not to reduce the number of trainable parameters, and it did so only with a strong prior assuming it would improve prediction quality.
